APEC 2025 in South Korea: Charting New Economic Prospects for the Asia-Pacific

The Asia-Pacific Economic Cooperation (APEC) summit, concluded on November 1, 2025, was hosted by South Korea in the city of Gyeongju. It represented one of the main moments of international economic dialogue within the Asia-Pacific region. The forum brought together the twenty-one leaders of the member economies with the aim of strengthening cooperation among them and promoting sustainable and inclusive economic growth in a global context characterized by technological transformations, demographic changes, and increasing economic interdependence.
APEC was founded in 1989 and nowadays represents one of the main regional economic cooperation bodies. The economies taking part in the forum represent a significant share of global trade and also have a major impact on global economic production. Unlike other economic organizations, APEC is not a rigid institutional system. Its main foundation is voluntary cooperation, through which participating economies commit to promoting economic policies that support trade, investment, and regional development. This institutional model is in fact defined as “open regionalism” in which economies with very different levels of development and political systems contribute. Over the years, APEC has become an important space for multilateral economic dialogue, where governments, institutions, and economic actors debate strategies to encourage regional economic integration and address common challenges. This voluntary cooperation represents an opportunity for economic integration among countries, facilitating trade and the management of global production chains.
In the final document of the summit, the Gyeongju Leaders’ Declaration, the leaders of the APEC economies recognized a series of strategic priorities for the future of regional economic cooperation. The summit developed around the leading theme “Connect, Innovate, Prosper”, which reflects the objective of strengthening economic connectivity, promoting technological innovation, and supporting shared economic growth.
The dimension of connectivity concerns both physical and digital infrastructure. Member economies emphasized the importance of improving transport infrastructure, logistics networks, and digital systems in order to facilitate trade and investment across the region. Economic connectivity is therefore considered an essential element for strengthening market integration and reinforcing global value chains.
Innovation represents another central element of the strategy outlined during the summit. Leaders highlighted the growing role of digital technologies and artificial intelligence in contemporary economic development. The expansion of digital technologies is transforming production systems, consumption models, and labor markets, creating new opportunities but also new challenges for governments and businesses. Finally, the concept of prosperity refers to the objective of promoting inclusive economic growth capable of generating widespread benefits for the different economies of the region. In this context, APEC members reaffirmed the importance of supporting small and medium-sized enterprises, encouraging economic participation, and reducing inequalities in access to economic opportunities.
Another relevant theme addressed during the summit concerns the impact of new technologies on the regional economy. Digital transformation today represents one of the main drivers of economic growth in the Asia-Pacific region. Member economies recognized that the development of technologies such as artificial intelligence, data analysis, and digital infrastructure is profoundly changing the functioning of modern economies. In this context, the summit approved the APEC Artificial Intelligence Initiative, a cooperation program aimed at promoting the responsible and inclusive development of artificial intelligence. The initiative aims to strengthen collaboration among the economies of the region in the development of advanced technologies, promote the sharing of knowledge, and support the development of digital skills.
A central objective of the initiative is also to reduce the digital divide among the different member economies. While some economies in the region have advanced technological infrastructure, others still face significant challenges in accessing digital technologies and developing technological skills. Strengthening regional cooperation in this field is therefore considered essential to guarantee balanced economic development. The Gyeongju summit also addressed the issue of demographic changes affecting many economies in the Asia-Pacific region. In several countries in the region, population ageing and declining birth rates are producing significant effects on labor markets and economic growth. To address these transformations, APEC members adopted the APEC Collaborative Framework for Demographic Changes, a cooperation framework designed to encourage the exchange of policies and strategies in order to adapt to new demographic dynamics. The program aims to promote policies that encourage participation in the labor market, the development of skills, and the adaptation of economic systems to changes in population structures. Demographic transformations represent an important challenge for many economies in the region, but they can also create new opportunities. Technological innovation, education, and the adaptation of economic policies can help mitigate the effects of population aging and support long-term economic growth.
Regarding the economic resilience of the region, APEC decided to further address this topic during the summit, as it closely aligns with the current global context and is particularly relevant. In recent years, the economies of the Asia-Pacific have faced several challenges, including disruptions in supply chains, changes in energy markets, and global economic uncertainty. In this context, APEC leaders emphasized the importance of strengthening regional economic cooperation in order to improve the capacity of economies to face economic shocks and structural transformations. Particular attention was given to environmental sustainability and energy security. APEC members recognized the need to invest in the development of modern and sustainable energy infrastructure, promote innovative energy technologies, and strengthen regional cooperation in the energy sector. Economic and environmental sustainability is increasingly considered a fundamental component of development strategies in the Asia-Pacific region. In this sense, the summit highlighted the importance of integrating economic growth, technological innovation, and sustainability into future economic policies.
The 2025 APEC summit also represented an important opportunity for South Korea to strengthen its role in regional economic cooperation. As the host country, Seoul had the opportunity to contribute to shaping the economic agenda of the forum and to promote initiatives oriented toward technological innovation and economic cooperation. South Korea today is one of the main industrial economies in the Asia-Pacific region, with a strong specialization in technological, electronic, and manufacturing sectors. The decision to host the summit in the city of Gyeongju also had a symbolic and cultural dimension. As the ancient capital of the Silla kingdom, Gyeongju is one of the main historical centers of Korea and represents an important cultural heritage of the country. Organizing the summit in this city allowed South Korea to highlight its cultural identity and present itself as a country that combines historical tradition and economic innovation. Hosting an international summit of this scale is also part of the broader strategy of economic diplomacy pursued by Seoul. Through active participation in multilateral forums and the organization of international events, South Korea aims to strengthen its international economic relations and consolidate its role in regional economic cooperation.
In conclusion, the 2025 APEC summit in Gyeongju confirmed the role of the forum as an important platform for economic cooperation in the Asia-Pacific region. In a global context characterized by technological transformations, demographic changes, and new economic challenges, the forum continues to offer a space for multilateral dialogue among economies with different interests and priorities. Overall, the Gyeongju summit represents an example of the role that regional cooperation platforms can play in facilitating economic dialogue and coordinating common strategies to address the challenges of the contemporary global economy.
